The ORP Constitution

The Constitution sets out how the Owners of Rowley Park, which grew out of the 1867 Covenant, is run. In brief, it covers:

  • Membership: owners of residential property in Rowley Park, as listed in the Schedule of Properties (as at September 2021).
  • Objects:
    • looking after the private roads, back roads and footpaths, and keeping them private;
    • upholding the Covenant;
    • running the Neighbourhood Watch scheme;
    • working with the Trustees;
    • collecting the Park rates;
    • maintaining the Pleasure Gardens, barriers, street lighting and communal areas;
    • arranging insurance.
  • Management: each year the Owners elect a Chairman, Treasurer, Secretary, Neighbourhood Watch Area Co-ordinator and an Auditor. They also elect up to eleven further Owners, who together with those officers form the Survey Committee.
  • Annual General Meeting: held at least once a year on 14 days’ notice. It receives the reports and audited accounts, fixes the Park rate and elects the officers and Survey Committee, with one vote per property.
