Rowley Park is a private estate, and properties within it are subject to a Covenant, a copy of the Covenant is provided below.

The Association of Rowley Park Owners was indirectly established due to a Covenant made on September 29, 1867, between the landowners in the Rowley Park area. The Indenture states that in 1861, the Company purchased an estate called "The Rowley Hall Estate" and divided it into building lots. This Constitution codifies the rules and regulations adopted by the Owners over time, either through custom or resolutions passed at General Meetings.

One of the committee's objectives includes ensuring compliance with the Covenant, particularly regarding building and development projects, and taking legal action when necessary.
